Gov. Taliño-Mendoza to DepEd: “NO COLLECTION” this year



Launches Brigada Eskwela Plus
 
Governor Emmylou “Lala” Taliño-Mendoza urged the Department of Education to strictly implement the “No Collection Policy” in the elementary and high school enrollment during the launching of the Brigada Eskwela Plus held at the Kidapawan City National High School on Monday, May 21, 2012.

Strongly supporting the said policy, the governor said the same policy has been discussed with the City Schools Superintendent and the Provincial Schools Division Superintendent to refrain from charging fees to enrollees this school year.  She said that from all charges, fees and revenue collected in the province, a certain percentage is allocated for the Special Education Fund from which payment such as regular fees during enrollment can be charged. This, added the governor, is separate from the share of the schools in the national budget for education.

She also assured the school officials to help those which will be sending to other provinces, delegates and participants in sports and academic competitions.


Brigada Eskwela Plus 2012

Governor Taliño-Mendoza who led the launching of the Brigada Eskwela Plus at the KCNHS, Monday, commended the parents, teachers, school administrators, the Local Government Unit of Kidapawan City, the Philippine National Police and the Philippine Army, and other sectors who generously gave their time and effort in preparing the schools for the opening of classes.

The governor also said that the jointly participated activity is an opportune time for parents and children to “bond” with each other and maintain if not strengthen parent-child relationship by accomplishing something together.

Started in 2003, Brigada Eskwela became a venue where the community can get actively involved in the affairs of basic education, particularly through helping prepare public schools for school opening.
To maximize the strength of Brigada Eskwela as a brand that can unite the community behind a common cause (education), Brigada Eskwela Plus is now in effect which shall be implemented in three phases that will focus on contributing to the (a) increase in participation rate; (b) decrease in drop out rate; and (c) improvement of academic performance of public schoolchildren.

The Brigada Eskwela Plus 2012 in Kidapawan City National High School is a five day activity which will end on May 25, 2012. sgjh

5 conflict-affected brgys in Midsayap slated for PAMANA funding



Cotabato Governor Emmylou “Lala” Taliño-Mendoza together with Midsayap Municipal Mayor Manuel R. Rabara, and personnel from the Provincial Engineering Office and from the Provincial Planning and Development Office visited 5 conflict- affected barangays of Midsayap on June 01, 2012 to assess what specific road project is needed in the area.

The result of such assessment will specify actions to be taken in the drafting of the  project proposal for funding from the Office of the Presidential Adviser on the Peace Process (OPAPP) through its program for peace and development, the PAMANA PDC (Payapa at Masaganang Pamayanan - Peace and Development Community).

A total budget of PhP30 Million (PhP6 million per barangay) will be needed to connect approximately sixteen (16) kilometers farm-to-market roads of the five barangays in Midsayap namely Kudarangan, Ulandang, Kadigasan, Damatulan, and Lumupog.

For its counterpart, the Provincial Government of Cotabato will provide the necessary road building equipment.  This will come after the offices of the Provincial Planning and Development and the Provincial Engineering have submitted their recommendations.

Engr. Edgar Escritor and and Engr, Demy Subaldo of the Provincial Engineering Office were tasked by the governor to oversee the conduct of an extensive inspection of the condition of the said road sections.
The project is aimed at improving the lives and empowering the residents in the 5 conflict-affected barangays.

Governor Taliño – Mendoza in her conversation with the barangay captains urged them to protect the provincial government’s equipment and its operators from any harassments or threats once the project starts. She made this statement to recall several burning incidents that happened in the on-going Digos - Cotabato Road Rehab stressing, she doesn’t want the same trouble to happen again.

PAMANA is a national program under OPAPP which aims to reduce poverty by delivering social and economical services to the conflict areas in the Philippines. sgjh

Pikit receives 31 Multicabs and 5 buildings from TUCP and CotProv



Thirty-one barangays in Pikit received one unit of multicab each from the Trade Union Congress of the Philippines. 

In a simple ceremony conducted at the Pikit Municipal Plaza last June 7, Cotabato Gov. Emmylou “Lala” Taliño-Mendoza turned-over the said multicabs.  She was joined by Pikit Mayor Sumulong Sultan and his wife, Board member Dulia D. Sultan, President of the  Association of Barangay Captains Federation -Cotabato Chapter).

The recipient barangays are Punol, Damalasak, Langayen, Tinutulan, Bulol, Balong, Bulod, Macabual, Talitay, Balungis, Balatican, Lagunde, Kabasalan, Gokotan, Paidu Pulangi, Barungis, Nunguan,Pamalian, Manaulanan, Nabundas, Buliok, Batulawan, Rajah Muda, Balabak, Bualan, Bagoinged, Kolambog, Katilacan, Gligli, Nalapaan, and Poblacion.

In her message, Governor Taliño-Mendoza said “these multicabs are not to be used in going to the beaches and or malls.” She stressed that the multi-cabs were given to the barangays to be used in emergency cases like transporting patients to the hospitals and for mobility during disasters like floods and for relief operations.
Speaking on behalf of TUCP Representative Raymond Democrito Mendoza, TUCP Regional Vice President Jessie Pagaran said that he hopes that the multicabs will serve their purpose for the people of Pikit.

Mayor Sultan, on the other hand, thanked the provincial government of Cotabato and the TUCP partylist for the support given to their municipality. He also urged the barangay chairmen to show more support in the goal of promoting good governance so that incentives like this will be given to them in the future.


More infrastructure projects turned over

On the same day in Pikit, Governor Taliño-Mendoza turned over 2 barangay health stations and three multi-purpose buildings to barangays Balungis, Nunguan, Balatican, Macabual and Talitay.

Talitay Barangay Chairman Sabil T. Mokamad expressed his gratitude to Governor Taliño-Mendoza for visiting their place adding that Governor Taliño-Mendoza is the first governor to provide help and support to their barangay. Mokamad also requested for the electrification of their community as an added favor from the governor.

In response to Mokamad’s request, the governor said she will not promise but will find a way to initiate the electrification project in their barangay. This was the same assurance the governor gave to other “no-electricity-barangays” she already visited.

Cotprov launches livelihood program for inmates



The Provincial Government of Cotabato, in collaboration with the Kidapawan City Skills Training Center, Inc. (KCSTCI) and the Technical Education and Skills Development Authority (TESDA), launched its outreach program at the (North) Cotabato District Jail yesterday.

Guided by the theme, “Kasanayang Teknikal sa Piitan, Daan Tungo sa Kaunlaran”, KCSTCI will train 45 inmates on different livelihood skills such as cooking, baking and handicrafts making. The program will allow the detainees to raise funds for their basic needs and to help their respective families.

Governor Emmylou “Lala” J. Taliño-Mendoza said during her inspirational message that she is very willing to help the District jail now under the Bureau of Jail Management and Penology (BJMP) through the programs of the government and will support the efforts aimed at improving the living condition of the 769 inmates.
“I hope that through this opportunity to make yourselves productive, you will be better prepared once you go outside and live in your respective community.”

She also thanked the TESDA especially Secretary Joel J. Villanueva for the dedication and commitment in advocating that there is a bright future in vocational courses in addressing our employment problem in the country.

The governor stressed the need for all partner agencies to be united in advancing the program to help inmates because that is part of “Serbisyong Totoo.”

Jail Chief Inspector Mary Chanette E. Espartero, officer-in-charge of the (North) Cotabato District Jail expressed her excitement and thanked the partner school and other government agencies for the opportunities given to the detainees.

Engr. Florante L. Herrera, the Provincial Director for TESDA (North) Cotabato said the TESDA Regional Office provided PhP50,000.00 for the community based training inside the compound.  Detainee- trainees will receive a national certificate from TESDA once they have finished the course.

Speaking for the KCSTCI, Juanita S. Lee, MA-Ed, Vice President for Academics said that “we are happy that we are tapped by our very innovative and resourceful jail wardress. Hopefully this program will make the participants realize that they are still productive if given the chance to be trained.  I know they have the potential and this program will help them, their family or even the community and they are given a chance to be productive and become useful citizens of our country.”


Appointment of J/CInsp Espartero pushed

In the same launching program at the (North) Cotabato District Jail, Governor Taliño-Mendoza requested the BJMP to appoint J/CINSP Mary Chanette E. Espartero to be the head of the Cotabato Provincial Jail.
“I’m happy to see that the compound is clean. It simply implies that your officer-in-charge is doing very well.

She earned the trust and respect of the inmates even in the presence of those considered “high risk” inmates. As a matter of incentive, the Provincial Government of Cotabato wishes that J/CINSP Espartero be given the authority to run the jail in full capacity, not just as an acting jail wardress, the governor said.

J/INSP Teddy Uchi, BJMP 12 Chief on PRM/HRD Division, who represented BJMP 12 Regional Director Jail Senior Superintendent Daniel G. Dequito, Jr., assured the governor that her request will reach the regional director.sgjh

Pigcawayan receives 2 birthing facilities



Cotabato Governor Emmylou “Lala” Taliño-Mendoza turned-over 2 birthing facilities to the Municipality of Pigcawayan, Cotabato on June 08, 2012 as incentives for actively supporting the programs of the provincial government of Cotabato.

Barangays Poblacion and Kimarayag were the proud recipients of the birthing facility which will help ensure the safety of pregnant women and also during their delivery.

In her message, Governor Taliño-Mendoza said that “the reason why we are here and why we are providing you with such facility is because of the support you have given us, and now it is time for us to give back what we have promised you.”

She stressed that through the said birthing facility, the women can now use it for their pre-natal check so that their health conditions during pregnancy are properly monitored. She also explained that the provincial government targets to decrease the fetal and maternal mortality rate with the help of the said facility.

With the governor during the turn-over were Pigcawayan Municipal Mayor Roberto S. Blase, Board Members Eliseo D. Garcesa, Jr., Celestino R. Rapacon, Shirlyn D.  Macasarte, and the personnel from the Provincial Engineering Office and the Integrated Provincial Health Office.

Board Member Macasarte, a licensed nurse, also advised all the mothers and pregnant women to undergo regular check up during pregnancy. She also encouraged the residents to help each other in taking care of the facility so that more and more people could benefit from it.

The healthcare centre will serve as a labor room in a home-like environment which will be staffed by a nurse, midwife and obstetrician to address the concerns of pregnant mothers in the barangay.

Mayor Blasé and the Chairmen of of the recipient barangays expressed their gratitude to the Governor and the Sanguniang Panlalawigan officials for the projects and the provincial employees for the successful turn-over activity. They promised to continue supporting the programs of the present administration and adhere with its “Serbisyong Totoo” program of governance.

The birthing facility at Poblacion, Pigcawayan is an upgrade from Barangay Health Station amounting to PhP913, 041.46 while the birthing facility at Kimarayag is an upgrade from Rural Health Unit amounting to PhP 913,970.17.

In the same turn-over program, medicines, slippers and caps were distributed in the 2 barangays. sgjh

More Infra Projects Distributed to 13 Barangays in CotProv



The Provincial Government of Cotabato intensifies its advocacy program on Serbisyong Totoo as it continues to deliver basic services to its 544 barangays.

Very recently, Governor Emmylou “Lala” Taliño-Mendoza headed a team and went to 13 barangays to turn-over various infra projects. These projects comprise road concreting, multi-purpose buildings, barangay health stations, a power distribution line and water systems.

Six barangays – New Antique and Sangat of M’lang, Poblacion of President Roxas, Canaan of Antipas, Allab of Arakan, and Naje of Arakan each received 1 unit Multi-purpose building. Barangays Villaflores and New Bagiuo of Makilala and Barangay Baynosa of Tulunan received 1 water system each. Barangay Malungon of Makilala and Datu Ladayon, Arakan received 1 unit Barangay Health Station each, a power distribution line at Barangay Palma Perez, M’lang was also given, and the provincial road concreting at Barangay Guangan, Makilala.

The thirteen infra projects amounted to a total of PhP11,375,781.69.

“We are very happy that once again we have visited your barangay and given you this project and we hope that this facility will serve as an inspiration to the residents and the health workers.,” Governor Taliño-Mendoza said in her message at Barangay Malungon, Makilala during the turn over of the Barangay Health Center there.

Meanwhile, 2nd District Board Member Onofre Respicio in his message at Barangay Villaflores, Makilala explained the importance of potable water to the community. He also said that the unity of the provincial officials is a huge factor in delivering various infrastructure projects to the barangays; advising the barangay officials to follow the same model of administration for them to become successful in their future endeavors.

In an interview with one of the teachers assigned at Barangay Baynosa, Tulunan, Mrs. Ritchelle Alonsagay said the water system will surely be a big help to the residents of the community because they now have a source of potable water. She explained that before, the residents will have to pay P40.00 back and forth trips just fetch drinking water from another barangay.  She profusely thanked the governor for the help extended to their barangay.

Makilala Southwest ARC launched in Makilala



The Makilala Southwest Agrarian Reform Community program covering 13,564 hectares in 12 barangays- Santa Felomina, Bato, Guangan, Cabilao, Luayon, Villaflores, Rodero, Malungon, Malabuan, Kawayanon, New Bagiuo, and Sto. Niño was launched  at the Makilala municipal hall last July 18, 2012.

The 12 barangays have a total population of 16,883 and 3,561 households with an average annual income of P37,536 per household considered to be at the poverty threshold. Given these data, the project development plan was drafted in order to raise the average income and improve the living condition in the said 12 communities as envisioned by the ARC program.

Among the development projects are fruit trees production, draft animal dispersal and establishment of an agri-enterprise project.  The need for health stations, potable water supply, bridges and post harvest facilities was also indicated in the development plan.

Makilala Mayor Rudy S. Caoagdan in his welcome address said that the efforts exerted in the preparation of the development and resettlement plans have come to a realization and resulted to this Makilala Southwest ARC.

He also thanked Governor Emmylou “Lala” Taliño-Mendoza for providing approximately Thirty (30) Million Pesos of funds for the construction of different infrastructure projects to various barangays in Makilala.
Meanwhile, Engr. Rodolfo Vinluan of the Municipal Agrarian Reform Office of Makilala said that in early 2007, they have conducted research work with the land management sector of the Dept. of the Environment and National Resources and assessed if the 12 barangays qualify for the ARC.

Governor Emmylou “Lala” J. Taliño-Mendoza said that without the cooperation of the provincial, municipal and the barangay officials, this project will not be implemented. She explained that the funding for Cotabato Province is also rated based on its performance.

“Modesty aside, Cotabato province is performing very well and I am happy to announce that next year, there will be an additional 130 Million for health because the Dep’t. of Health observed that the health centers they funded were utilized properly,” the governor said.

She also advised the new ARC beneficiaries to perform well so as to receive more projects in the future emphasizing that these (ARC) projects are being monitored.

In his response, Noel Ladaga, barangay chairman of Barangay New Bagiuo, one of the beneficiaries, expressed his gratitude to the local government unit of Makilala and the Provincial Government of Cotabato for the project their barangay is benefiting from. He is hopeful that through this ARC project, their community will help improve their economy in the future.

The Makilala Southwest ARC was approved last December 2011, the 33rd ARC project in Cotabato and the 4th in the Municipality of Makilala. sgjh

A new barangay hall will soon rise in Barangay Lika, M’lang following the groundbreaking ceremony last July 18, 2012.

The hall will be used by officials and residents to converge and discuss about matters concerning their barangay. Activities like sessions, meetings, foundation anniversaries, outreach programs, relief operations, and other social services can be accommodated here as well.

The facility is worth Six Hundred Thousand Pesos (PhP600, 000.00) charged against the 20% Economic Development Fund (EDF) of the provincial government of Cotabato.

Lika Barangay Chairman Nelson V. Peroy in his message thanked the governor and the rest of the provincial officials for trusting the people of Lika and assured them that they will continue to support the programs of the provincial government especially in the delivery of “Serbisyong Totoo”.

Governor Emmylou “Lala” Taliño-Mendoza was delighted to see great number of students during the turn-over ceremony.  She then challenged the students to study hard for someday they will take the place of the leaders in government.

The governor further said that she hopes the barangay hall will also serve as a reminder of the government’s commitment to the total development of the barangay where education is a priority.

Governor Taliño-Mendoza also urged the beneficiaries of the Pantawid Pampamilyang Pilipino Program (4Ps) to be mindful of their responsibility towards the education of their children stressing the children’s basic right to education.

“Through 4Ps, there will be no more reasons why children cannot attend school,” the governor said.
4Ps is a national program designed to reduce poverty by providing grants for extremely poor households to improve health, nutrition and education.

Also present during the turn-over ceremony were 2Lt. Jonathan Barellano Lubrido, Jr. of Alpha Company, 68th Infantry Battalion, Philippine Army and representatives from the Department of Education.

TUCP, CotProv and DOH give out 5.7M worth of Projects



Seventeen (17) barangays in Cotabato Province received 5.7M worth of Infra Projects - one (1) unit of multi-cab from Trade Union Congress of the Philippines (TUCP), Two (2) units Multi- purpose Building from the Provincial Government of Cotabato, and (1) Unit Birthing  Facility from Department of Health on July 25, 2012. All the above-mentioned projects were facilitated by the Provincial Government of Cotabato.

Barangay Kadingilan, Midsayap, one of the recipients of one unit multi-cab and one unit of multi-purpose building hosted the short turn over ceremony with the help of barangay, municipal, and provincial personnel. Other multi-cab recipients were Barangays Nabalawag, Olandang, Central Labas, Kadigasan, Lumopog, Sambulawan, Macasendeg, Damatulan, Kudarangan, Malingao, Mudseng, Kapinpilan, Tugal and Upper Labas. The next barangay visited, Barangay New Leon, Aleosan received one (1) unit Birthing Facility and Barangay Upper Mingading, Aleosan received one (1) unit multi-purpose building.

In her simple message, Governor Emmylou “Lala” Taliño-Mendoza emphasized how the word unity affects the performance of the Provincial Government of Cotabato as it delivers “Serbisyong Totoo” to its constituents. “We in the capitol are united, let us also be united as Cotabateños, there should be no reasons why we should fight against each other in North Cotabato so let us take care of our province.” She also added that each tribe must have the voice in the capitol regardless of race and tribe.

Hon. Raymond Democrito Mendoza of TUCP party list was represented by Mr. Timothy Paguican, who in his message said that the recipients were lucky to be chosen as beneficiaries of the multi-cabs because TUCP partnered with the Provincial Government of Cotabato. He also informed the residents that TUCP does not only help the people of Cotabato Province but the entire Philippines as well.

Midsayap Mayor Manuel M. Rabara, Midsayap Vice-Mayor Vivencio V. Deomampo, and Aleosan Mayor Loreto V. Cabaya both thanked the Governor for the projects given to their municipalities assuring that the people of Midsayap and Aleosan will continue to support the programs implemented by the government.

All the barangay chairmen expressed their profound gratitude for the support extended by TUCP, Provincial Government of Cotabato, and Department of Health. Hon. John C. Estestes, barangay chairman for Barangay New Leon, Aleosan said the residents of their barangay will greatly benefit from the facility not only for pregnant women but for the infants and children too.

More multi-cabs will be distributed to the Municipalities of M’lang, Tulunan, Magpet, and Arakan soon.


Gov. Lala: “Stop registering as flying voters”
On the same turn-over ceremony at Barangay Kadingilan, Midsayap, Gov. Lala reminded the residents to stop registering at Maguindanao Province for this will affect the IRA of their barangay. “Once you register to other province and you also registered in North Cotabato, you will not be able to vote. The voter’s population will decrease in your barangay because COMELEC will be able to monitor your name through biometrics, and once this happens, your IRA will also decrease.”

As she introduced Edris Gandalibo, Deputy Governor for Muslim Affairs in Cotabato Province, she said that she purposely assigned him to make sure that the muslim communities will not be left out from the government programs. Added to that, she also assigned muslim personnel from the provincial office - Ebrahim Balawag for the muslim communities near Ligawasan Marsh, Ben Karon as focal person for World Food Programme, and Ibrahim Unayan as focal person for Engineering.

Governor Taliño-Mendoza then advised flying voters from North Cotabato to withdraw their registration from Maguindanao and register back in the province. sgjh

“Bantay Kalamidad, Sagip Buhay” launched at Pigcawayan



Barangay Responders gathered in the launching of “Bantay Kalamidad, Sagip Buhay” at the  municipal gymnasium of Pigcawayan last August 2, 2012.

The said program aims to increase the volunteers’ understanding of their respective community’s setting  and conditions with respect to a specific type of disaster; to train them on what they need to do to prepare for a disaster, and to increase their ability to conduct a community risk analysis.

Governor Emmylou “Lala” J. Talino-Mendoza, the guest speaker in the launching program in Pigcawayan said that organizing a group of responders in a barangay is a symbol of unity and bayanihan. She emphasized that every resident has the right to save and be saved.

“I am happy to see a great number of volunteers today.  It is very important that every barangay in Cotabato has the capacity to act and help their fellow Cotabateno in times of disasters. I would like to add that the Municipality of Pigcawayan is one of the best implementers of government projects in our province - and as an incentive, we will find a way to put up a covered court to replace your old municipal gymnasium”, the governor said.

Through the North Cotabato Emergency Response Team (NCERT), the Integrated Provincial Hospital Office, Bureau of Fire Protection, Bureau of Jail and Management Penology, Philippine National Police, Armed Forces of the Philippines, and other partner agencies, the two-day training program provided the barangay volunteers with basic knowledge and skills on how to respond to natural and man-made disasters like flash floods, fire incidents, and vehicular accidents.

Part of the training given by the NCERT was the initiation of vehicular extrication through the provided high-end gadgets, hydraulic machines, and equipment. The Integrated Provincial Hospital Office provided the basic life support and first aid training, the  BFP on fire safety, and the BJMP on water safety.

“Bantay Kalamidad, Sagip Buhay” is a program implemented by the Provincial Government of Cotabato funded through the disaster preparedness funds amounting to PhP 2.16M. It is intended for the 17 municipalities and 1 city of the province.

After Pigcawayan the LGUs of Banisilan, Alamada and Mlang have already conducted their disaster preparedness training. Simultaneous trainings are scheduled to be conducted at the Midsayap and Aleosan on August 22-23, 2012.

During the training, food and accommodation are shouldered by the LGUs as their counterpart.
Each successful participant is given a certificate of completion after the training.

Gov. Taliño-Mendoza distributes P5M worth of covered court bleachers



Governor Emmylou “Lala” J. Taliño-Mendoza distributed P5 million worth of covered court bleachers to five elementary schools in Cotabato Province. The latest turn-over was held at Kabacan Central Elementary School last August 9, 2012. Other beneficiaries of the bleachers are Midsayap Central Elementary School, Pigcawayan Central Elementary School, Lope T. Quial Central Elementary School in Libungan, and Pikit Central Elementary School, all of which were already distributed in the months of June and July.

These schools were the same beneficiaries of covered courts distributed lately by the provincial government of Cotabato under Taliño-Mendoza’s administration.

“This is another way of delivering Serbisyong totoo. Our provincial government has the capacity to help Kabacan Pilot Elementary School which will always be our venue of the annual Summer Kids Peace Camp”, Taliño-Mendoza said in her message at the Kabacan Pilot Elementary School. She also explained that the province has three key priorities in delivering Serbisyong Totoo – education, health, and peace and order.

The governor added that the province supports education through its scholarship programs, Magtutudlo sa Barangay, masteral degree scholarship program for the teachers, peace camps, and the provision of covered courts and school buildings.

In addition, she said that in support to health, P50 Million has been allotted for the construction of the provincial hospital to add more facilities and in order to cater to more patients especially that “we now have the Philhealth program designed to help our indigent patients,” the governor said.

Moreover, birthing facilities and health stations are distributed to the barangays to address the health concerns of the residents.

On peace and order, Gov. Taliño-Mendoza said that the province already allotted a budget for the establishment of additional detachments and the recruitment/training of barangay tanods to secure the critical areas.

Board Member Celestino Rapacon who was also present in the same distribution challenged the students to study hard in his inspirational message emphasizing that  they will also become government leaders in the future. He also reminded the students to keep the bleachers clean at all times and advised them to avoid vandalism.

For his part, Board Member Eliseo Garcesa, Jr said that it is the responsibility of the provincial officials to provide the basic needs of every Cotabateno. “By giving out projects like these bleachers, provincial road concreting and barangay health centers, the Cotabateños feel that they are important”, he said.

Meanwhile, Vice Mayor Policronio J. Dulay who represented Mayor George B. Tan of Kabacan expressed his heartfelt gratitude to Governor Lala for all the projects they have received from the provincial government which include solar driers, road concreting, health centers, covered courts, and multi-purpose buildings.

Pres. Roxas receives P5M worth of projects, thanks PGCot




Mayor Jaime H. Mahimpit and the people of Pres. Roxas are thankful to the Provincial Government of Cotabato headed by Governor Emmylou “Lala” J. Taliño- Mendoza for giving their municipality close to P5M worth of projects.

In a turn-over ceremony last August 14, 2012, barangay Del Carmen received the most expensive project among the four recipients with its 270 m concrete road amounting to P2.7M. Lamalama received one unit health station worth P1M from the European Commission while Sundungan received one unit multi-purpose pavement amounting to P500,000.00 and Datu Inda, the farthest  barangay received a multi-purpose building worth PhP598,672.48.

Governor Taliño-Mendoza in her message at Del Carmen stated that the province is no longer implementing road asphalting projects because these do not last long. “Since Cotabato is an agricultural province, we are now exclusively implementing road concreting projects with an 8-inch concrete thickness. This is to make sure that the road will last and can be used by the residents for a long time,” she said.

The asphalting plant of the province of Cotabato located at Barangay Pag-asa, M’lang is now for rent to those agencies with asphalting projects like the Department of Public Works and Highways.

The governor also said that the provincial government is improving the roads so that agricultural products are easily transported and that students are safe when they go to school.

Respicio of the 2nd District said the Sanguniang Panlalawigan follows the straight path of the present administration. “You are very lucky that you were chosen as one of the recipients of this kind of project. This is the evidence of our united efforts in the province, let us thank our governor, vice governor and your municipal mayor for implementing this project,” he added.

Pagal and Noel Baynosa thanked the residents of the four barangays for the warm welcome and urged the residents to take care of the projects given by the province. “May you continue to support the programs of the government for you to continue receiving incentives like this,” Pagal said.

Another 8 barangays get infra projects from PGCot




Another 8 barangays in Cotabato Province received various infra projects from the Provincial Government of Cotabato recently.

These barangays are Taguranao and Sta. Mara of Matalam, Manarapan and Kibudtungan of Carmen, Bangilan, Dagupan, and Malamote of Kabacan, and Mapurok of Alamada.  They were given Health Centers funded by the European Commission and box culverts, multi-purpose building, and road concreting projects funded by the province.

In her message during the turn over of 1 unit health station each at Sta. Maria and Taguranao in Matalam, Governor Emmylou “Lala” J. Talino-Mendoza expressed her hope that the mortality rate in the barangays will be lessened with the help of the said facility. She also added that the laboratory equipment worth PhP500,000.00 is provided so that the residents can utilize the use of the health center.

Addressing the concerns for children, the governor said that at least 80% if not all of the children in the barangays should be able to go to school.  This is what the 4Ps (Pantawid Pamilyang Pilipino Program) is all about and parents should seriously do their part to ensure that the program is properly implemented stressing that each child has the right to education.

Meanwhile, Mayor Oscar M. Valdevieso of Matalam thanked all the people who supported the programs of the provincial government of Cotabato. “There are still more projects that we need to see not only here in Matalam, but the entire province. This is how our governor loves us so much, regardless of who the barangay chairman is,” he said. He also expounded that the advocacy Serbisyong Totoo does not choose the people it serves, but goes to the communities that need government services the most.

Barangay Chairman Romel C. Deocampo of Taguranao as well as the other barangay chairmen thanked the governor and urged the residents to continually participate and cooperate with the government to be able to receive more projects in the future.

At Barangay Malamote, Dagupan and Bangilan, Kabacan where Governor Taliño-Mendoza turned over road concreting projects, the governor said that the province will exclusively implement road concreting instead of asphalting to make sure that the road will be utilized for a long period of time.

Board Member Jose I. Tejada, Chairman on Infrastructure, Public Works and Energy of the Sangguniang Panlalawigan who joined the governor in the said turn-over of the road concreting project at Barangay Malamote, Kabacan assured that more projects are lined up for their barangay as long as they continue to support the programs of the provincial government.

For his part, Vice Mayor Paul de Guzman who represented Mayor George Tan of Kabacan in his message encouraged the local officials to continue supporting the programs of the provincial government of Cotabato as he thanked the governor for the many projects the municipality of Kabacan received.

The cost of the infrastructure projects turned over to the 8 barangyas amounted to PhP24 Million.

Also present during the turn-over ceremonies were Board Members Airene Claire A. Pagal, Jose I. Tejada, Onofre L. Respicio, Noel S. Baynosa, Eliseo D. Garcesa, Dulia D. Sultan, and Vice Mayors Cheryl V. Catamco of Matalam and Alberto G. Rivera of Carmen.

Kidapawan City PNP receives handheld radios from PGCot




In support of the capability enhancement initiative of the Philippine National Police (PNP) Kidapawan City, the Provincial Government of Cotabato gave 2 handheld radios to the Kidapawan City PNP through Police Superintendent Renante C. Cabico.

The turn-over was held at the Office of the Governor, Amas Capitol Compound, Kidapawan City on Wednesday.

P/Supt. Cabico acknowledged with gratitude the support of Governor Emmylou “Lala” J. Taliño-Mendoza to the various programs of the PNP.  He said the handheld radios would really be of help in providing PNP operatives with an instant form of communication in relaying important information thus, empowering the law enforcers in Kidapawan City.

Governor Taliño-Mendoza on the other hand expressed her willingness to help not only the Kidapawan PNP but the other municipal police stations in the province provided that they also show support to the programs implemented by the provincial government as well as adhere to national laws.

Based on its accomplishment report, the PNP-Kidapawan City since Cabico took over as Chief of Police last February 23, 2012, has arrested 103 suspects as of September 20, 2012. Of these, 28 are facing cases of illegal drugs, 17 for illegal gambling, and 58 are wanted persons facing different criminal cases.

Anti criminality campaigns were strengthened spanning up to the barangays and puroks in Kidapawan City through the Barangay Peacekeeping Actions Teams (BPATs) whose training included seminars on gun safety.

Additional checkpoints were also installed to conduct “Kapkap Bakal”, a program designed for surprise gun checks and other deadly weapons, and to manage monitoring and recovering carnapped vehicles.  On top of these, PNP personnel have been conducting roving and patrolling at night and during criminality-prone hours to avoid criminal incidents especially at beerhouses in the city.

Anti-drug symposiums are also conducted in various schools in Kidapawan City to educate the students on the effects of drug abuse and how it damages the mental health of an individual. Students are also oriented on how to report and help the authorities identify a drug dealer or a drug user.

The Kidapawan City PNP hopes that through the communication devices given by the provincial government, more positive accomplishments will be achieved in the future – in maintaining peace and order in the lone city in Cotabato province. sgjh

TUCP and PGCot handed support to schools and barangays in CotProv



In yet another show of support to the people of Cotabato, the Trade Union Congress of the Philippines (TUCP) has given another 2 covered courts through the Provincial Government of Cotabato. 

During the turn-over ceremony on September 20, 2012, the Governor Emmylou “Lala” J. Taliño-Mendoza gave a covered court to Aleosan Central Elementary School and Alamada Central Elementary School. 

Other projects distributed in Alamada were water system at barangay Polayagan, one unit multi-purpose building at barangay Mirasol, and the 520-meter road concreting project at barangay Dado. Overall, the distributed projects amounted to PhP13.1Million. 

Governor Taliño-Mendoza said she was very happy to visit the 5 recipient communities again and added that “we were able to accomplish the said projects because you inspire us to do our job properly.’’

According to the governor, the two covered courts are incentives to the teachers, parents, and students for showing their support leading to the success of the 2012 summer kid’s peace camp. The governor expects that more pupils will participate in the next peace camp in response to the government’s efforts to promote peace and development through a united tri-people of Cotabato referring to the deeper understanding of the various cultures of Lumads, Muslims or Christians developed among Grade V pupils during the peace camps.  

Alamada Mayor Bartolome B. Lataza expressed his warmest congratulations to the recipients of the projects and thanked the provincial government of Cotabato for the continued support to their municipality. “I consider today as one of the lucky days of Alamada, as on that same day, on top of receiving the 5 projects, the now famous Asik-asik falls located in Dado, Alamada was also formally opened to the public.

PGCot opens Asik-asik (Paguranan) Falls




With a crowd of more than 1,000 individuals, the Provincial Government of Cotabato led by Governor Emmylou “Lala” J. Taliño-Mendoza has officially opened the Asik-asik or Paguranan Falls to the public. The formal opening of this newest tourist destination in the province of Cotabato on September 20, 2012 was facilitated by the local government of Alamada led by Mayor Bartolome Lataza and the barangay council of Dado. 

Asik-asik falls first charmed the local residents with its tiny curtain-like falls that spring from the rocks on the cliff. Since its discovery, both local and national media have featured Asik-asik Falls in different tv channels and newspapers, reason why people came in droves to actually see this wonderful panorama in the heart of Dado, Alamada. 

The sudden surge of visitors prompted the provincial government and the lgu Alamada to create a special task force to oversee the development of the area where eco-tourism principles are strictly observed.  

For 4 months, Asik-asik Falls was closed to the public to allow the rehabilitation of the road network, the construction of basic amenities in the area like the pavilion, comfort rooms and cottages and most importantly, to fix the trail leading to the falls itself. A budget of PhP1.5M was appropriated by the provincial government of Cotabato Province for the said purposes.

In her message, Governor Taliño-Mendoza said that the first time she visited the area, she realized the potential it offers in terms of eco-tourism.

After consultation with the local government of Alamada, she made sure that assistance be extended to develop the area. 

“We are promoting Cotabato as a special tourist destination on top of its being a rich agricultural province.  All of us should protect and preserve this wonder of nature in gratitude for this God-given gift,” the governor said.

Mayor Latasa, for his part thanked all the people who helped in developing the Asik-asik Falls saying that Alamada is blessed to have such gift of nature and in return, the people of Alamada should stay united in fostering peace and development.  

Regional Director Jose Cabulanan of the Department of Tourism Region 12 said that Alamada is close to the tourism department because of its participation in the Aliwan and Sinulog Festivals. 

“This is the first time I saw Asik-asik falls personally and the place is very beautiful and one of a kind”, Cabulanan said. He added that DOT is ready to help the local officials of Alamada in promoting Asik-asik in coordination with the provincial government of Cotabato. 

The blessing which was held at the newly built pavilion was attended by provincial, municipal and barangay officials and personnel.  Special guests included Bishop Romulo Dela Cruz, DD of the Diocese of Kidapawan; Police Senior Superintendent Roque P. Alcantara, Cotabato PNP Provincial Director; Mr. Ali Abdullah, Cotabato DILG Provincial Director; and Colonel Ademar T. Tomaro - Deputy Brigade Commander of the 602nd Brigade, Phil. Army. 

In a brief press conference that followed the blessing, Governor Taliño-Mendoza emphasized that proper care and management of the site should be observed at all times by all stakeholders.  She cited the infrastructure support given by the provincial government and the training conducted to equip the staff and personnel manning the area which included the transport groups and even rescue volunteer groups for any eventuality.  She is confident that the DOT found merit in the intervention extended by the provincial government of Cotabato and that it will include in its 2014 budget, assistance to Asik-asik Falls.sgjh

Gov. Taliño-Mendoza to Capitol informal settlers: “What’s not ours will never be ours”


“What’s not ours will never be ours”. 
This was the emphatic statement of Governor Emmylou “Lala” J. Taliño-Mendoza in her message to the informal settlers at the Amas Capitol site during the turn over and inauguration of the Serbisyong Totoo Village at Barangay West Patadon, Matalam last August 8, 2012.

As part of its delivery of Serbisyong Totoo, the provincial government of Cotabato granted ninety eight (98) titled lots, each with a land area of one 120 sq.m to qualified beneficiaries who were formerly informal settlers at the Amas capitol site. These beneficiaries will soon transfer to Barangay West Patadon, Matalam to build their new homes. Out of the 98 qualified households, 9 have signed a memorandum of agreement with the governor on the same day.

According to Ralph Ryan Rafael, Focal Person for informal settlers at the capitol site, the cost of the two-hectare land and rehabilitation expenses which includes road networks, electrification, water system, fencing, and titling have now reached more or less PhP5M. All these were funded by the provincial government.

Governor Taliño-Mendoza said that Amas is not just a capitol site but an agro-forestry reservation area, pointing out that the land is owned by the government. She added that the provincial government of Cotabato has the capacity to help but the people must also help the government.

The governor also stressed that the relocation will be closely monitored. “Since this is a Moslem area, it doesn’t mean that the place is not safe to live in.  Let us not be scared of each other because of our race or our beliefs. We must always unite as Cotabatenos”, the governor concluded.

It can be recalled that 2 months ago, after announcing the compulsory evacuation of informal settlers, tricycle operators and small store owners operating inside the capitol compound doubted if they can still continue doing business in the capitol compound.

The governor responded by declaring that existing tricycle operators and small store owners inside the capitol may still operate inside the capitol compound provided that they cooperate in maintaining the cleanliness of the area and as long as they will guard the capitol against theft and illegal operations.

In the same turn-over ceremony, Matalam Vice Mayor Cheryl V. Catamco welcomed the new residents of Barangay West Patadon. “We feel delighted that there will be new residents here in Matalam. This is another sign of genuine service from our Governor. As you transfer here, may this village remain as a symbol of her love and care for all the Cotabatenos”, Catamco  said.

Mr. Alberto P. Cachero, Sr., one of the beneficiaries who signed the memorandum of agreement at West Patadon expressed his excitement as well. “Of all the governors, only Gov. Taliño-Mendoza showed true love for us”, he said with misty eyes as he acknowledged such wonderful present from the governor.

Also present during the turn over ceremony were department heads and staff of the provincial offices, Community Environment and Natural Resources (CENRO), Department of the Interior and Local Government, National Housing Authority, Cotabato Police Provincial Director Cornelio R. Salinas, Board Members Jose I. Tejada, Irene Claire Pagal and Noel M. Baynosa, the local officials of Kidapawan City and Matalam, and the Barangay Officials of Amas and West Patadon.

Gov. Taliño-Mendoza sends participant to ASEAN peace-building process seminar


Governor Emmylou “Lala” J. Taliño-Mendoza sent Cotabato Council Tribal of Elders representative Timuey Lito S. Palma to the ASEAN International Seminar on Religion and Peace-building Process last September 17-19, 2012 at Bangkok, Thailand.

The peace-building seminar was aimed at paving ways to formulate broader areas of co-operation, opportunities, learning activities, exchanges of religious and cultural information and experiences among member states of the ASEAN community. It was attended by around 200 participants from various religious leaders and practitioners from ASEAN member states, Religions for Peace Inter-religious Council of Thailand, working staff and peace scholars in Thailand.

This religious peace initiative was organized by the Muslim World League, together with the Religions for Peace Inter-Religious Council of Thailand, Southern Border Provinces Administrative Center (SBPAC), the Ministry of Culture, the Office of Shaikhul Islam, the Religions for Peace International, the Religions for Peace Inter-religious council of Thailand, the Institute of Human Rights and Peace Studies of Mahidol University and the Assalam Institute of Yala Islamic University.

Timuey Palma on his return related his discussions with other participants on the issues and concerns experienced by the indigenous people of Cotabato Province, particularly in the aspects of protection rights of the ethnic and religious minorities and their rights of citizenship. He also urged the ASEAN governments to protect the same rights and include them into their respective development and growth programs.

During his tour at the southern border provinces of Thailand, he witnessed how conflicts affected the communities in the area. “I could figure out the reality of those conflicts because I could easily relate with them. Exactly the same case that happened in Cotabato province when remote communities were harassed by many armed men,” he stated while sharing his experience.

Meanwhile, Governor Taliño-Mendoza expressed her support to peace initiatives like this amid ongoing conflicts in Cotabato Province which sometimes create mistrust among Cotabateños. She still believes that learning from the ASEAN partners will help the government forge a closer relationship between and among religious leaders and develop a network of councils to share the best practices of managing different types of related conflicts.

USM awards outstanding alumni, leaders on its 60th anniversary



The University of Southern Mindanao, Kabacan, Cotabato awarded outstanding alumni and leaders on its 60th foundation anniversary last October 1, 2012. 

The awarding ceremony which was in cooperation with the USM Alumni Association bannered the theme: “USM @ 60 and Beyond: Reminiscing, celebrating, empowering.”

The outstanding alumni awardees are: Director Norlito P. Agduyeng, BSA’71 (Agriculture major in Agronomy), Regional Technical Director on Department of Agriculture Region XI for Extension and Community Development; Lt. Col. Felix Ronnie B. Governor Emmylou “Lala” J. Taliño-Mendoza, in her message as the guest honor and speaker of the program, commended the USM for its contribution to the growth of the province of Cotabato in the last 60 years.  She hopes that the legacy of quality education especially in the field of agriculture continues to inspire the future educators and leaders of USM.

The governor also announced that the provincial government of Cotabato and the USM  will soon be signing a memorandum of agreement to put up a cloning facility in the campus to be funded by the Department of Agriculture.

Dr. Jesus Antonio G. Derije, President of the University of Southern Mindanao, expressed his gratitude and appreciation to his predecessors as well as his congratulations to the outstanding alumni for their excellence in their chosen field of endeavor of which their achievements and contributions brought benefit to the society and honor to the university.

After the program, the governor and Dr. Derije proceeded to the ceremonial turn-over of the USM Artificial Insemination Laboratory and they signed the memorandum of agreement with Dr. Nilo M. Cabardo, Territory Sales Manager of the San Miguel Foods Incorporated (SMFI).

PGCot fulfills commitment to barangays

Under the leadership of Governor Emmylou “Lala” J. Taliño-Mendoza, the Provincial Government of Cotabato continues to fulfill its commitment of genuine public service to the barangays by granting more infra projects.

The projects turned over on October 17 – 18, 2012 consisted of 6 multi-purpose buildings including repair and renovation of barangay hall, 2 road concreting, 1 road network, 1 water system, and 2 covered courts amounted to PhP15.3 M.

The recipient barangays are Tuburan and New Panay in Tulunan; Magsaysay in Kidapawan City; Poblacion A, Tibao, and New Lawaan in M’lang; General Luna in Carmen; Malamote, Taculen, and Kidama in Matalam; Cuyapon in Kabacan, and Bulacanon in Makilala.

In her message during the turn over program, Governor Taliño-Mendoza emphasized the importance of keeping an open communication line among the leaders and the constituents in all levels of governance.
She said that through understanding, government is able to efficiently help and support the local government units in realizing the common vision of peace and development in the province.

Gregorio S. Lonzaga, barangay chairman of Magsaysay, Kidapawan City, thanked the governor and the rest of the officials of (North) Cotabato for giving them a covered court which he said will greatly help their barangay.

Makilala celebrates 1st Sinab’badan Festival

October 10, 2012, will go down in the history of Makilala as the first celebration of Sinab’badan Festival honoring Makilala’s foundation anniversary.

In the early morning of that same day, a fun run organized by the employees of the municipal government of Makilala to promote peace among the tri-people of Makilala opened the festivities. It was followed by a program led by Mayor Rudy S. Caoagdan who was joined by the officials from Makilala and the provincial government of Cotabato.

In his message, Mayor Caoagdan expressed his profound gratitude to the people of Makilala for showing their support to the programs of the government and for the efforts of gathering together in that historic event of their municipality. He encouraged the people to continue promoting brotherhood and unity for the continued development of their community.

For her part, Governor Emmylou “Lala” J. Taliño-Mendoza announced the accomplishment of the Provincial Government of Cotabato in support of Makilala more specifically on infrastructure development. She also expressed her appreciation for the support that Makilala has given her administration.

Vice Governor Gregorio T. Ipong, a bona fide resident and former Mayor of Makilala acknowledged the successful opening of the Sinab’badan Festival, hoping that Makilala’s history will be reminisced yearly.
Over 1,500 residents including teachers, students, employees, and local officials of Makilala attended the program at the Makilala Central Elementary School in the poblacion.

The local officials of Makilala together with the provincial officials of (North) Cotabato then proceeded to the turn-over of the PhP1.5 Million Rural Health Unit of Makilala, funded by the Provincial Government of Cotabato.sgjh

PGCot and BJMP observe 18th National Correctional Consciousness Week





The Provincial Government of Cotabato and the Cotabato Provincial Jail handled by the Bureau of Jail Management and Penology (BJMP) Provincial office conducted fitting activities in observance of the18th National Correctional Consciousness week on October 22-28, 2012. 

The event showcased the theme, “Tao ma’y nakapiit, pagpapala’y makakamit”. It aimed to promote solidarity among 808 detainees in the provincial jail through gift-giving, medical and dental mission, legal counseling, and enjoyable programs.

Jail Chief Inspector Mary Chanette E. Espartero, officer-in-charge of the (North) Cotabato Provincial Jail thanked Governor Emmylou “Lala” J. Taliño-Mendoza and her administration for the support given to the BJMP.  She also expressed her appreciation for the joint effort of the Office of the Governor and the Provincial Legal Office for arranging the visit of the “Justice on Wheels” (JOW) very soon.

JOW is a program of the Supreme Court that brings the court to jail. It provides on-the-spot free resolution services like adjudication, mediation, and conciliation to selected cases.

“It will be a great help because the judges will be attending to hear the cases of our detainees and we expect more than 100 cases solved after the hearings”, Espartero said.

Meanwhile, a “concert for a cause” which will give detainees the opportunity to show to the society that they are still useful has been organized in order to help them cope while in detention.  BJMP will choose talented detainees to form a band to perform for the said concert. Tickets will be sold at PhP10 each and the proceeds will be used for the purchase of their new sound system.

Samples of handicrafts like bags, trinkets and home decorations were displayed inside the jail compound as an exhibit of their existing livelihood program.

Governor Taliño-Mendoza who was represented by Board Member Noel S. Baynosa of the 2nd Legislative District together with some personnel from the Provincial Governor’s Office distributed over 800 yellow shirts for the inmates during their program at the jail grounds. sgjh
